第76集团军某旅纠治机关“令出多门”现象—— 电话静悄悄基层少干扰 ■解放军报特约记者臧乾雯近日，第76集团军某旅营部值班室内，值班员小李正有条不紊地核对周工作执行情况。与以往不同的是，那部曾经忙碌的值班电话，如今安静了很多。 “以前值班，电话几乎没有断过。”小李直言，过去上级机关频繁通过电话下通知、要材料。有时，刚挂断一个电话，铃声又响；类似的统计数据，不同部门重复索要、格式各异，让人疲于应付。这一现象一定程度上干扰了基层正常秩序，加重了基层负担，引起该旅党委的高度重视。随后，旅领导到基层调研发现，类似情况并非个例。一次会议上，一名旅领导的发言直指问题根源：“机关工作缺乏统筹，造成多头部署、扎堆要材料，让基层不堪重负。产生这些现象，根子上是本位主义思想作祟、政绩观出现偏差。” 面对批评，部分机关干部起初不理解：“各科室按职责下通知、要材料，属于正常履职，怎么上升到思想问题了？” 紧接着，一名营主官现身说法。那天，营里刚按机关要求上报训练出勤数据，很快另一科室来电索要相同内容，值班员只好按新表格重新填报。“数据重复要、格式来回改，空耗了官兵精力，损害了领导机关形象！”他的讲述，让参会的机关干部陷入沉思。 “只盯着自己的‘一亩三分地’，不考虑基层实际，这样的本位主义思想要不得！”会上，该旅领导一针见血地指出：一些机关干部只算科室“小账”、不算备战打仗“大账”，这种“令出多门”的现象，说到底是没有解决好“我是谁、为了谁、依靠谁”这一根本问题。思想破冰，行动突围。为加强工作科学性、预见性，该旅党委坚持从思想观念、工作作风上找根源、抓整改，探索试行“一次性通知”制度，要求机关各科室定期把涉及基层的通知等上报旅值班室，统一汇总审核后再下发。同时，他们明确提出，不定不切实际的目标，不开不解决问题的会议，不发没有实质内容的文件，并根据基层反馈情况及时组织“回头看”，确保各项减负举措落地见效。如今，一个通知涵盖多项事务，零散指令变为系统安排，各营连值班电话也静了下来。该旅机关各科室工作协同效率明显提高，让基层官兵从繁琐的事务性工作中解脱出来，把更多精力投入练兵备战。这股源自机关工作作风深刻转变的务实新风，正推动部队战斗力建设持续提升。
