武警邯郸支队着力提升机关抓建基层质效—— 机关带着“锦囊”来 ■苏宁李翔辉夏日清晨，一阵急促的哨音划破宁静，武警河北总队邯郸支队某中队一场战备拉动训练紧张展开。披挂装具、领取武器……参训官兵动若风发，快速完成物资装载、人员集结，用时比规定时间明显缩短。 “处置流程进一步优化，紧急出动时间至少还能缩短20秒。”训练结束，现场督训的该支队作训股周参谋带着中队干部就地展开复盘，为下一步改进训练找准方向。“机关干部带着‘锦囊’下基层，遇到难题面对面研对策、手把手教方法，基层单位都很欢迎。”该中队一名干部说。此前，该支队一次机关基层恳谈会上，一名老班长吐槽：“机关检查工作，指出问题又快又准，但对如何整改却没有思路方法。一轮又一轮检查过后，不少问题还是‘涛声依旧’。”这名老班长说，他所在的某中队前不久因战备物资储备不规范被通报，机关列出6条整改事项，却没有明确整改标准和方向，导致中队反复整改多次才通过验收。这名老班长的吐槽，引起该支队领导的重视。他们针对机关“重检查轻指导、重批评轻帮带”的不良倾向，研究制订《机关指导帮带基层工作规范》，刚性落实“发现问题与分析原因同步、指出不足与传授方法同步、限期整改与跟踪问效同步”的“三个同步”要求。前不久，该支队后保股杜股长到某中队检查装备维护保养情况时发现，不少装备表面擦拭得干干净净，但几台常用车辆发动机舱内积碳明显，液压管路的卡箍也有轻微渗油迹象。 “装备保养光看‘面子’不顾‘里子’，关键时刻就容易‘掉链子’。”杜股长迅速召集中队装备管理员和技术骨干，现场组织“装备健康会诊”。他挽起袖子钻到车底，一边检查一边讲解：“积碳多说明燃油燃烧不充分，高转速‘拉’发动机的时间不够。咱们中队任务区域坡道多，平时低速行驶时间长，更要定期让发动机‘透透气’……” 装备检修保养完毕，大家测试发现，车辆状态明显改善。装备管理员何聪健开心地说：“杜股长教的方法真管用。大家多学了一招，以后装备保养就不愁了！” “过去官兵常吐槽‘检查就是挑错’，如今形成了‘发现问题只是起点、解决问题才是目的’的共识。”该支队领导介绍，按照帮建基层新机制要求，机关干部帮建基层需形成“问题清单、整改措施、帮带计划”一整套方案，确保问题件件有回音、事事有着落。 “机关带着‘锦囊’来，基层练兵劲头足。”该支队某中队一名干部感慨地说，这种求真务实的好作风，正在训练场上扎实转化为官兵精武强能、备战打仗的热情动力。
