思想是行动的先导，制度是行为的保障。军队党员干部树立和践行正确政绩观，既要从思想深处解决“为谁创造政绩”的根本问题，也要在制度机制上形成“靠什么创造政绩”的刚性约束，更要在工作实践中锤炼“怎样创造政绩”的过硬本领。纠治思想上的偏差。针对一些党员干部存在的重视打造“亮点工程”、忽视基础性工作的问题，以“留痕”代替“留绩”、以“过程”代替“结果”的做法，要深挖其思想根源，教育引导党员干部持续锤炼党性，增强使命感，树牢宗旨意识，从思想根子上彻底摒弃把领导满意当作政绩标准、把眼前得失置于大局全局之前的错误观念，真正做到为官兵办实事、在备战打仗和战斗力建设上谋实绩。立起正确的政绩评价取向。考核是政绩观的“指挥棒”，考核导向直接决定干部的努力方向。要坚决破除以台账厚薄论政绩、以汇报精彩论功过的错误评价取向，把战斗力建设成效作为衡量干部政绩的核心指标。凡是有利于备战打仗的工作，都要大力支持、全力保障；凡是背离实战要求的虚功浮绩，露头就打，严肃追责。还要健全正确政绩观的制度闭环，完善监督预警机制，对训练注水、数据虚报等政绩观偏差行为，做到早发现、早纠正、严追责，以刚性约束倒逼干部把心思和精力真正用到备战打仗上。在担当急难险重任务中砥砺党性。树立和践行正确政绩观，起决定性作用的是党性。作为军队党员干部，要自觉把锤炼党性作为人生必修课，涵养勇于担当作为的品格，主动到矛盾多、困难大、任务重的地方去摸爬滚打，在破解训练难题、攻克技术难关、完成急难险重任务中磨砺本领、检验党性，把对党忠诚、对强军事业的赤诚之心，转化为干事创业的强大动力。
