警惕日本以“离岛防卫”为名行军事扩张之实 ■徐永智近期，日本陆上自卫队在静冈县东富士演习场举行号称“最大规模实弹演习”的“富士综合火力演习”。此次演习展示的进攻性武器和演练的作战样式，被广泛视为日本自卫队加速向“具备攻击能力”转型的标志性事件。纵观演习内容，日本正借“加强防卫”之名，行加速“再军事化”之实，其军国主义复活的危险动向昭然若揭。日本自卫队宣称此次“富士综合火力演习”聚焦“离岛防卫”。自2010年以来，其诸多演训活动频繁冠以此名，试图粉饰“进攻”性质。此次演习再次演练了堑壕战，但值得警惕的是两点显著变化：其一，首次公开展示“25式高速滑翔弹”，日媒渲染该弹弹头能“像滑翔机一样以超音速滑翔，比以往的导弹更难以拦截”，射程达数百公里。其二，突出无人装备攻防演练。演习中，陆上自卫队员使用轻武器火控系统击落了无人机、运用无人机进行情报侦察，并展示了研发中的无人车辆、机器狗等装备。所谓“离岛防卫”不过是掩人耳目的幌子。据《朝日新闻》披露，日本自卫队早已深度介入美军“远征前进基地作战”战术演练。该战术核心在于针对强大对手，在第一岛链实施分布式作战，进行反舰及对地攻击等进攻性行动。近年来，无论是联训还是自训，日本自卫队反复操练相关课目，即先占据岛屿，再使用反舰导弹、火箭炮等实施攻击。考虑到其已列装射程超千公里的进攻性武器，此类演训的真实目的绝非其所标榜的“保卫本国领土”，而是为发动远程攻击并规避反击进行预演。陆上自卫队此次演习通过展示进攻性武器、演练无人反无人作战及堑壕战术，向外界传递了三个危险信号：一是进攻性武器已形成初始战斗力；二是企图抢占智能化、无人化新军事革命高地；三是立足高强度实战加速军力建设。这些信号与日本自民党近期通过的关于修订《国家安全保障战略》等三份战略文件的意见书要点高度契合。该意见书公然建议政府：持续建设大规模进攻性武力（即所谓防区外反击能力）；将无人装备与人工智能作为军力建设的重中之重；明确要求打造“以年为单位计算的持续作战能力”。演习内容与执政党政策文件的“惊人一致”，绝非巧合，实为“精心算计”，意为进一步整军扩武做准备。尽管三份战略文件尚未最终公布，但可预计日本的防卫费将继续增加，军力将更具进攻性、危险性、实战性。日本将在“再军事化”的道路上狂飙突进。以“离岛防卫”为名，行“演练干预”之实，这是日本近年来进行欺骗式认知战的缩影。日本正在从军事、政治到社会、舆论层面进行动员，企图再次成为能够使用武力手段达到战略目的的国家。面对日本大肆扩张军备的危险行径，国际社会应保持高度警惕，采取有力措施，坚决遏制日本“新型军国主义”的妄动，共同维护战后国际秩序与地区和平稳定。（作者单位：中国现代国际关系研究院）
