把基层作为赓续优良传统的沃土 ■张颖科 “在革命战士面前，不相信有完不成的任务，不相信有克服不了的困难，不相信有战胜不了的敌人。”前不久，本报报道了陆军某旅“杨根思连”传承弘扬“三个不相信”精神的新实践，让官兵和读者充分感受到红色基因的价值、优良传统的魅力。习主席强调，“要把基层作为赓续优良传统的沃土，积极探索新形势下基层建设规律和有益做法，重视抓好管根本、利长远、增后劲的工作，把部队建设和战斗力基础打得更加牢靠。”基层是部队全部工作和战斗力的基础，官兵是基层建设的主体。赓续优良传统，基础在基层，主体在基层，活力也在基层。只有扎根基层沃土，优良传统才能不断生根发芽、开花结果，保持强大的生命力。优良传统不是尘封的教科书，而是流淌在官兵血脉中的精神密码，体现在官兵奋进强军事业的具体行动中。赓续优良传统，不能脱离基层官兵这一主体。当前，90后、00后官兵逐渐成为基层部队的主体，他们朝气蓬勃、思维活跃，是部队战斗力建设的重要力量。同时也要看到，很多青年官兵没有经历过艰苦环境和大风大浪的考验，对我党我军的奋斗历史和优良传统知之不多、感受不深。这就要求各级党组织大力开展“学传统、爱传统、讲传统”活动，让优良传统在青年官兵的脑海中深深扎根。基层是优良传统的孕育发源地、传承主阵地，官兵是最主要的传承者。赓续优良传统必须坚持着眼于人、着力于人，尊重官兵主体地位和首创精神。各级党组织要加强体系灌输，让官兵搞清楚优良传统“从哪里来”“有哪些”以及“为什么要传承”“如何传承”等基本问题，引导他们增进对我党我军优良传统的价值认同、思想认同、情感认同。唯有如此，才能充分调动官兵内在的积极性主动性，让优良传统传得开、传得久、传得好。当前，实现建军一百年奋斗目标进入决胜攻坚的关键阶段。越是使命任务艰巨，越要从优良传统中汲取红色基因、智慧力量。优良传统不是抽象的，而是具体的。只有走好群众路线，紧贴基层建设、官兵思想实际抓传承，优良传统才能更好融入基层肌体、官兵血脉。在“向上生长”中赓续传承。事实上，优良传统并不是一成不变的。我军的《三大纪律八项注意》就曾多次调整，从“打土豪要归公”到“筹款要归公”，再到“一切缴获要归公”，是适应历史特点不断更新的结果。只有紧贴时代发展和战争形态演变，适应战建备一体推进新特点，赋予老传统以新的时代内涵和表现形式，才能让优良传统成为建设发展的新引擎。在“向外拓展”中赓续传承。赓续优良传统，必须过好网络关、时代关。各级党组织应运用官兵喜闻乐见的形式载体诠释优良传统，在实践中探索新方法、总结新经验、培塑新典型，让优良传统借助网络等方式，更好发挥辐射影响作用。我们相信，随着优良传统的根在基层沃土越扎越深，人民军队的精神之树必将在强军兴军新征程上枝繁叶茂、四季常青。
