习主席强调，“各级要把官兵冷暖放在心上，主动靠上去解决实际困难，把各方面保障做到位”，为我们树立和践行正确政绩观提供了根本遵循。对基层带兵人而言，政绩观正确与否，一个重要的检验标尺，就是看是否真心实意、尽心竭力为官兵服务，尤其是要注重从小事做起，把解决官兵的急难愁盼当作分内之责、固本之举。树立正确政绩观，关键在于把握大与小的辩证关系。抓大不放小，谋远不弃近，是基层带兵人必备的政治素养和工作能力。大项目、大工程是部队建设发展的重头，必须高度重视；而一日生活中的琐事、官兵成长道路上遇到的挫折困难，关系官兵切身利益，也不能忽视。不矜细行，终累大德。基层官兵关心关注的“身边小事”，关乎军心士气。带兵人唯有把官兵的“小事”放心上，官兵才能把强军大事扛肩上；唯有把官兵的闹心事、挠头事解决好，把工作做到他们心坎上，才能调动其干事创业的精气神，确保同心协力谋发展。 “善小”而为，彰显的是为兵服务、为战尽责的使命担当。一支部队的凝聚力、战斗力，既彰显于练兵备战的卓有成效上，也体现在日常工作生活中的关心关爱中。朱德同志曾说：“给战士站岗、盖被子，这些不起眼的事情包含着中国革命的成功。”新时代带兵人更应懂得“善小”而为的价值，一顿可口的饭菜、一件合体的装具、家属来队的贴心安排、子女入学的顺心顺利……这些看似琐碎的“善小”，却如涓涓细流滋润心田，在温暖兵心中激发出昂扬斗志。强军兴军，要在得人。而得人之先，在得人心。基层带兵人尤须把小事做实、实事做好，找准困扰官兵心神的痛点、难点、堵点，想方设法解兵之难，不断提高官兵的获得感、幸福感、安全感，汇聚起众志成城、奋斗强军的磅礴力量。要坚决纠治“不怕官兵不满意，就怕领导不注意”的错误心态，破除“等明天”“再看看”的拖沓作风，真正把“基层有所盼、机关立即办”落到实处。要带着深厚感情做工作，秉承细心、耐心、贴心的态度，关注官兵工作生活的日常点滴，多渠道了解他们的所思所想所盼，主动办好实事、解好难事，特别是要打通政策制度落实的“最后一公里”，为官兵成长成才搭建平台、畅通道路，在学有所成、干有所得中汇聚强军兴军正能量。
