塔吊林立、机械轰鸣，武警西藏总队某支队新营区施工现场一派火热。然而，不远处的老营区会议室里，一份“营区政治文化环境建设设计稿”正引发官兵们的“冷思考”。这份设计稿，“颜值”十分高：营区广场设立大型雕塑，主楼外墙和营区植被上覆盖亮化灯带，主干道沿线设置文化长廊，宿舍楼内建立集中形象展示区……诸多好看的设计，让在场官兵眼前一亮。 “我们常年担负应急处突任务，广场设立大型雕塑，会不会影响人员装备快速通行？”就在官兵们遐想未来漂亮的营区时，某中队干部白玛桑珠的一句发问，让大家冷静了下来，并跟着细细琢磨：“亮化灯带在高寒环境中故障率极高，后期维修费用太高”“固定展板更换不便，看着气派，实则用处不大”…… 大家越讨论越清醒：一味追求场面，看似是展现部队建设新风貌，本质上是重显绩、轻实效的错误政绩观，背离了向战为战的初衷，必须坚决纠治！支队党委果断对这份“高颜值”设计稿按下暂停键，并明确提出“3个不”——不搞脱离实战的花架子、不做浪费经费的表面功、不建只供观赏的摆设物，把树立和践行正确政绩观落实到营区建设的每一个环节中。为调整设计稿，支队开启了开门纳谏模式：机关干部带着设计图纸，住进班排、扎进哨所，面对面听取官兵心声；开通线上“金点子”信箱，拓宽官兵建言渠道。措施出台后，收到一批“金点子”：“雕塑华而不实，不如省下这笔钱建高原氧吧学习角，让大家在业余时间既能吸氧、又能学习”“配置几台数字化学习终端，方便随时学理论、看战例”“结合各个中队独有的荣誉史，建立可更新的‘流动荣誉墙’”……官兵的建议里，满是对实用管用的期盼。不久后，为谋划建设打仗型营区，该支队在认真学习《关于推进营区基地化标准化建设的意见》等文件规定的基础上，再次召开方案论证会，对原设计稿逐项修改：取消高造价雕塑，缩小亮化灯带覆盖范围……18处华而不实的设计被砍掉，代之以回归“战位”的新看点—— 规划军史长廊、胜战广场、精武龙虎榜，让强军文化浸润日常；打造理论学习角、荣誉角，配置数字化学习终端，让铸魂育人触手可及；创立谈心疏导区、文体活动室，方便官兵放松身心…… “不摆花架子、不搞虚套路，这样的文化阵地才是军营该有的样子！”新方案公布后，赢得基层官兵一致点赞。该支队领导介绍说，他们将省下的建设经费全都投向备战急需、官兵刚需的项目，让每一分钱都花在刀刃上、花出实在效益。
