信息支援部队某部提升基层党组织委员履职能力—— 练就“两手都过硬”的本领 ■向丹 “党务和业务犹如鸟之双翼，缺一不可，工作中必须坚持以党建促业务、以业务强党建。”5月下旬，信息支援部队某部开展基层党组织委员培训研讨会，某单位党组织委员文高工的发言，引发大家共鸣。 “基层党组织强不强，‘一班人’是关键。”该部领导告诉笔者，作为技术密集型部队，所属基层单位党组织委员大多是专业技术军官，一定程度存在按纲抓建招法不多、议事决策能力不强等问题，基层党组织功能作用发挥不充分。为此，他们持续开展党务工作培训，并采取结对帮带等方式，帮助基层党组织委员提升党务工作能力。实践中，该部结合基层单位实际制订《基层党委专责委员履职清单》《基层党委会议事规则》，作为基层党组织委员的工作指南，重点从规范议事流程、党员教育管理等方面强化履职能力基础；结合党委机关挂钩帮建等时机，对基层党组织委员的党务工作能力进行全流程评估，并指定专人结对帮带。前不久，正在蹲点帮建的该部组织纪检科王科长列席某单位党委会。“党委会不是项目论证会，不能仅从技术层面议事决策，要结合党务和业务统筹全局。”会后，他和作战训练委员邱高工一起复盘，将该单位第三季度大项任务拉单列表，并针对邱高工分管领域，逐项研究议事决策流程和重点关注内容。“王科长不仅指出问题，更传授方法，让我受益匪浅。”邱高工说。为帮助基层党组织委员提升履职能力，练就“两手都过硬”的本领，党务工作培训中，他们围绕基层党组织建设难点堵点问题整理形成问题清单，邀请经验丰富的优秀党务工作者，通过情景模拟、实案剖析、研讨交流等方式，帮助大家拓宽解题思路、掌握抓建招法，并将培训成果制作成册，发放到每名参训人员手中，以便他们返营后能随查随用。带着问题来，装着收获走。一次情景模拟环节中，该部某基层党组织委员李高工现场介绍了“基层党委研究制订年度按纲抓建规划”等党务工作经验。他结合单位具体案例，讲解流程步骤、分享心得体会。“既有鲜活的情景案例，也有实用的招法传授，这次培训帮我补齐了短板弱项，理清了工作思路。”该部新任基层党组织委员冯高工表示，他将把培训中学到的方法运用到工作实践中，推动单位建设持续向上向好。
