少凭印象打分多进班排调研 ■刘运昊某部机关干部到基层检查，发现某连队内务设置没达到标准，当场要求整改。此后，该连“管理松懈、作风不过硬”的印象便在机关传开。尽管后来连队在比武中表现优异，仍被不少人视为“偶然”。对此连队官兵也有些无奈：“印象定了性，再努力也难翻身。” 这种现象引人深思。刻板印象如同有色眼镜，会对信息进行选择性过滤。个别机关干部检查时以偏概全：看到登记本不规范，便认定“作风有问题”；发现笔记有缺漏，就断言“工作不托底”；某项考核不理想，便质疑“全面建设有疏漏”。而连队战斗力、官兵意志斗志等关键要素，反被置于考察的盲区。机关检查指出问题本是职责，但不能把“第一印象”当作“最终结论”，用局部问题替代整体评价。仅凭翻台账、看登记等片面依据，根本谈不上真正的调查研究。为何有些机关干部总盯着内务卫生、登记统计严抠细究？因为此类工作直观易查。而走进训练场，看组训是否科学、协同是否顺畅、指挥是否精准，没有过硬军事素养是看不出门道的；走进官兵中间，本应听几句心里话、摸一摸活思想，可缺少政治工作的真功夫，也往往张不开嘴、接不上茬。于是，一些检查就在“舒适区”里打转——哪里看得懂就查哪里，哪里容易查就盯哪里。长此以往，“看表不看里”就成了个别机关干部下意识的优选，这种浮在面上的较真与战斗力标准差之千里。更要警惕的是，如果表面指标“印象分”过高，就会对基层工作导向带来不利影响。“干得好不如记得好”“战士口碑不如机关印象”的思想偏差一旦蔓延，基层就可能把大量精力从练兵场转向文印室，从钻研“战绩分”转向琢磨“印象分”。破解这一问题，必须回到战斗力这个唯一的根本的标准上——工作指导是否有利于提高实战能力。一个连队抓建怎么样，要到训练场去看，看官兵有没有虎虎生威的精气神；要到任务中去验，看连队有没有敢打必胜的硬本领；要到战士中去听，看党员干部在官兵心目中的样子，看连队有没有凝聚力。机关干部要勇于走出“舒适区”，不能只盯着自身业务领域，满足于“自扫门前雪”，要多学战备训练知识，多练与兵交流的门道。调研组作风能力不升级，调研质量就上不去，看基层的目光就对不准焦。还要改进方式，多些“脱鞋下田”的蹲点，少些“坐着车子转、隔着玻璃看”的过场。比如，某部要求机关干部下基层，头一晚住进班排，次日跟操跟训，训练间隙与战士聊天，这样才看得到真情况、摸得到活思想。同时，要优化双向讲评机制，让基层为机关“画像”，让体察实情者受推崇，让道听途说者靠边站，倒逼形成务实调查研究之风。兼听则明，偏信则暗。机关应戒除凭印象打分的惯性，多走进班排一线，对照战斗力标准开展调研，基层才能心无旁骛投入练兵备战。
