在遵规守纪中干事创业 ■姜山习主席强调，“把从严管理监督和鼓励担当作为统一起来，使干部在遵规守纪中改革创新、干事创业”。贯彻落实这一重要指示精神，要求党员干部既要守住纪律底线，更要强化使命担当，在其位谋其政、在其职尽其责。法规制度是“带电的高压线”，绝不容触碰与逾越。对党员干部来说，守住底线是基本要求。然而，如果仅仅满足于不违规不碰线，把主动作为变成按部就班，部队建设就容易在低层次徘徊。现实中，仍有少数党员干部存在认知偏差：有的“重易轻难”，怕担风险、怕负责任；有的信奉“多做多错、少做少错”，把遵规守纪和干事创业对立起来，把守纪当成不担当不作为的“挡箭牌”……这些现象看似是守规矩，实则是对组织、对事业不负责。推动强军事业发展，既要不越“纪律底线”，更要追求“事业高线”。新征程上，党员干部应做到心有所畏、行有所止，心无旁骛、放手干事，把干净和担当、廉政和勤政统一起来，在遵规守纪中干事创业，创造经得起历史和实践检验的实绩。
