当好管党治党第一责任人 ■郭满平习主席强调，党要管党，首先是党委要管、党委书记要管。党组织功能强不强，关键看书记。党委书记作为“一班之长”，首先要强化管党治党第一责任人意识，深入贯彻落实新时代政治建军方略，在提高党组织领导力、组织力、执行力上下功夫，锻造政治坚定、能力过硬的坚强党组织，不断提高我军党的领导和党的建设工作质量。当前，政治整训持续向纵深推进，党委书记作为管党治党第一责任人，尤须扛牢抓实政治担当，严格落实“重要工作亲自部署、重大问题亲自过问、重点环节亲自协调、重要案件亲自督办”责任要求，做到既负总责、又抓具体，既管全局、又作表率，真正把政治导向立起来、政治历练抓起来、政治规矩严起来，营造形成以上率下、风清气正的党内政治生态。现实中，个别党委书记对此认识不到位，让“第一责任”悬在空中。有的履职流于形式，只重安排部署、不抓落地落实，凡事推给副职、交办机关，自己当“甩手掌柜”；有的开展作风整顿、问题清查时习惯严人宽己，紧盯下级问题，对自身存在的不足视而不见、遮掩回避；有的斗争精神不足，执纪处事存有私心杂念，整治风气问题表态坚决，检视整改却避实就虚，遇事总想置身事外、撇清干系，缺乏刀刃向内自我革命的勇气。深究根源，除能力不足、方法欠缺外，更重要的是党性修养松懈、担当意识不足、斗争意志消退。管党治党是一场久久为功的持久战，无法毕其功于一役。各级党委书记任职之初，普遍怀揣为党尽责、实干强军的赤诚初心，但随着任职时间增长，有的人员开始弱化了履职之初的敬畏之心、进取之心、较真之心，滋生了麻痹思想、松懈心态，让从严管党治党的刚性尺度不断松动，最终造成管党治党履职失位。对于党委书记而言，“第一责任”意味着什么？说到底，就是一种舍我其谁的担当、一种率先垂范的底气、一种刀刃向内的勇毅。底气靠的是自身正、自身净、自身硬，担当靠的是守土负责、守土尽责，勇毅靠的是敢于斗争、较真碰硬。三者缺一不可，缺了哪一个，“跟我上”“看我的”都会沦为一句空话。叫响“跟我上”，关键在落地见效。压实第一责任、杜绝责任悬空，不能只停留在思想认同、口头表态，必须转化为实打实的行动。一方面，党委书记要严于律己、严负其责、严管所辖，常做政治体检、常扫“思想灰尘”，始终保持时时放心不下的责任感，在重要任务部署、关键环节把关、落实情况督查等方面站在排头，团结带领班子定好盘子、理清路子、开对方子。另一方面，要时常脱鞋下田，走出会议室，深入训练场，在一线发现问题、破解矛盾、推动发展，以从我做起的实际行动，带动形成一级带一级、层层抓落实的生动局面。领导带头，万事不愁。各级党委书记要切实把“第一责任”扛在肩上，在规范党内政治生活、落实党内监督责任上当模范、作表率，推动党建责任落实落地，全面提高军队党的领导和党的建设工作质量。
