共绘瑶乡幸福景 ——武警广西总队河池支队结对帮扶广西都安瑶族自治县琴棋村 ■翁少焕曾耀辉解放军报记者李由之初夏时节，行走在广西河池市都安瑶族自治县琴棋村的村道上，平坦的水泥路直通农家，小洋楼与青山相映成趣。 “从国家级深度贫困村到发展起各式特色养殖产业，这翻天覆地的变化离不开子弟兵的帮扶。”谈及村子这些年的发展，琴棋村驻村第一书记张国强感慨地说。 2016年，武警广西总队河池支队与琴棋村结对共建。帮扶工作组第一次开车前往地处大石山区的琴棋村，正赶上大雨。车子在坑坑洼洼的盘山小路艰难行驶2个小时，“眼看就要到村部了，却因路面积水无法通行，只能下车徒步前往。”帮扶工作组成员对这段经历记忆犹新。 “要想富，先修路。一定要给村里修条能开车的路。”帮扶工作组以基础设施破题，多次进山勘测，和村民们一起规划路线。“内纳屯到王陋屯是一段窄窄的石头路，挖掘机上不去，只能靠人工，用铁锤敲、用铁锹铲，用背篓一点点地把石头和泥土往外搬。”帮扶工作组成员王党起至今还记得，为了开凿一段山路，他和战友们配合施工队连续奋战了12天。水泥路修通那天，全村人都来了。70多岁的覃奶奶拄着拐杖在水泥路上走了几个来回，兴奋地跟左邻右舍说：“现在的日子好呀，小汽车能开到家门口了。”至今，村民们都亲切地把这条路叫作“致富路”“爱民路”。村道通了，帮扶工作组又琢磨着“怎么才能让乡亲们过上好日子？”兜兜转转，他们将目光落在了特色养殖上——琴棋村好山好水好空气，石山上生长着许多黑山羊喜食的灌木、树叶和草本植物，加之地方政府施行“贷羊还羊”政策，帮扶工作组决定援建黑山羊养殖场，帮助村民致富增收。 2018年初，黑山羊养殖场落成，70余户村民陆续加入黑山羊养殖行列。实打实的收入揣进口袋，村民们喜上眉梢。村民苏敬说得实在：“以前一年忙到头挣不着钱，现在光靠养黑山羊，一年就能收入五六千块。” 2019年底，琴棋村脱贫摘帽。帮扶工作组趁热打铁，继续投入资金帮助村里搭建猪、鸡、牛养殖场。村民黄焕坤已经养了16头羊，正盘算着扩大养殖规模。产业要兴旺，关键在人。帮扶工作组定期从都安县城联系养殖技术人员进村，手把手教村民科学养殖技术。“在一次次培训中，大家掌握了圈舍搭建、饲料配比、疾病防控等养殖技术，牲畜的存活率和品质得到大幅提升。”张国强说。在此基础上，帮扶工作组不忘帮助村民们打开市场销路，一方面通过消费帮扶自行采购，另一方面通过指导村民以直播带货的方式打开大山外的市场。 “如今，村里已有200多户村民通过养殖实现增收，人均可支配收入从2016年的不足3000元，跃升至去年的1.8万元。”张国强掰着手指头，细数着村民当下的好日子。大山深处，幸福瑶乡。如今，这场乡村振兴的“接力赛”仍在继续。正如支队领导所说：“瑶乡群众的日子越过越红火，就是我们最大的心愿。”
