用好现代战争“活教材” ■苏小宁某部大兴研究战争之风，把近几场局部战争作为学习战争、研究战争的“活教材”，引导指挥员拓宽战争视野、把握战争规律、洞察制胜机理，不断提高认识战争、筹划战争、打赢战争的能力。这种自觉洞悉现代战争制胜机理的做法，体现了一支部队应有的职业精神、职业素养、职业追求。习主席指出，要“认真研究军事、研究战争、研究打仗，把握现代战争规律和战争指导规律”。近年来，世界局部战争与武装冲突频发，战争形态呈现出全域多维与跨域协同、全时慑止与瞬时饱和、精准“斩首”与体系瘫痪相结合等特点，撕开了现代战争的神秘面纱。“他山之石，可以攻玉。”探究现代战争特点规律和制胜机理，是洞察未来战争形态的“瞭望窗”，是破解胜战密码的“金钥匙”，也是提升练兵备战质效的“活教材”。面对未来战争的严峻挑战，各级指挥员必须学深、悟透、用好这些“活教材”，增强忧患意识，提高打赢本领，抢占制胜先机。研战知战，方能胜战。列宁说，战争是五光十色、千变万化、错综复杂的现象。探究现代战争制胜机理和作战方式的新变化，必须潜心钻研、不懈攻关，不能浮于表面、流于形式，更不能浅尝辄止、敷衍应付。对各级指挥员来说，最重要的是紧盯科技之变、战争之变、对手之变，善于从战争乱局中抽丝剥茧，探寻现代战争中掌控战局、关乎战况、决定战势的关键要素，挖掘现代战争中蕴含的制胜观念、制胜要素和制胜方式，把作战制胜机理搞清楚，把战争发展趋势弄明白。只有这样，才能从“活教材”中汲取胜战智慧，穿透战场迷雾、看清战争本质，让练兵备战真正对接战场、贴合实战。战争是严苛的审计师和公正的裁判员。用好现代战争“活教材”，必须要有严谨求实、客观理性的治学精神。研究战争更应讲科学、重数据、善分析，从不同角度和侧面探知规律，进而借鉴吸收、转化运用。各级指挥员只有运用正确的战争观和方法论，避免陷入重“局部”轻“整体”、重“经验”轻“教训”、重“照搬”轻“实际”等误区，让战例研究更加精细化、科学化，问题分析更加数据化、理性化，才能使得出的结论更加符合作战实际，更有利于指导作战准备。旧船票难登新客船。现代战争作战样式日新月异，把“活教材”用好，不能生搬硬套、亦步亦趋，必须动态跟进、勇于突破，借势发力、扬长避短。各级指挥员只有紧跟战争演进步伐、汲取实战有益经验，跳出固有思维、打破路径依赖，搞清仗是怎样打的、为什么会这样打等深层次问题，总结好打赢规律，才能“借他人经验长自身本领”，真正寻找到那些“不受疾风骤雨的影响而长期存在的东西”。军队是要打仗的。用好现代战争“活教材”，最终落脚点是指导备战打仗、提升打赢能力。这就要求各级指挥员着眼推动部队战斗力建设，坚持问题导向，坚决摒弃学用脱节、训战分离等虚功，既敢于让现代战争中好的东西为我所用，更立足我军实际，把研究现代战争与指导部队作战有机结合起来，加快提升部队打赢能力。
