再急也要依规操作 ■陈昊初夏时节，北部战区海军某部组织新装备成果集中展示活动。活动结束时，某队官兵发现兄弟单位因为没有叉车，部分装备只能依靠人力搬运，影响了撤收进度。眼看兄弟单位的战友个个满头大汗、气喘吁吁，该队官兵主动伸出援手，操作叉车前来帮忙。笨重的装备随即被转运到位，原本进度缓慢的撤收任务顿时顺畅起来，兄弟单位的战友松了口气，纷纷道谢。然而，活动结束后不久，该队却接到了通报批评——在帮助兄弟单位时，该队一名叉车操作手因为太过着急，忘了系好安全带，被巡查现场安全秩序的机关参谋记了下来。知晓原因，该队官兵有些委屈——明明是发扬风格做好事，结果却不落好。兄弟单位官兵也感到十分愧疚。一时间，“做好事反而被批评”成了大家议论的热点话题。有鉴于此，该部组织全体官兵就这一通报展开讨论。该队战士率先发言：“我们也是着急帮忙才没顾上系安全带，不求表扬，至少也能‘功过相抵’吧？”被帮助的兄弟单位官兵也站出来帮腔：“特殊情况特殊对待，当时现场有些混乱，时间紧急、人手短缺，一时疏忽没必要通报吧！”还有官兵坦言，有了这次通报作为“前车之鉴”，以后再遇到需要帮助的战友，可要“掂量掂量”。 “一码归一码，再急也要依规操作。帮助战友当然没错，但这与违规操作是两回事，不能混为一谈。”对于这些声音，该部领导态度鲜明。该队主动帮助兄弟单位，值得肯定和鼓励，但任何时候、任何情况，都不能突破纪律底线，更不能用“好心帮忙”掩饰违规行为。这番话让官兵们陷入沉思，大家开始理性看待这件事情。该部也在讨论过后拿出整改措施——通报批评不予撤销，但对该队团结互助的行为进行了表扬。与此同时，他们开展安全纪律专题教育，组织官兵加强设备操作规范和安全守则学习，强化纪律意识，并完善应急保障预案，建立装备撤收互助机制，确保日后工作训练中，部分单位不再因缺少特种专业设备而影响作业。一场因“做好事被批评”引发的讨论，最终转化为一次深刻的思想教育。日前，友邻单位借用该部装备进行吊装作业，该部官兵严格依规操作，圆满完成任务，真正把纪律意识落到实际行动中。
