“所有规划都要实事求是，追求实实在在、没有水分的增长，推动高质量、可持续的发展。” 2025年12月的中央经济工作会议上，针对国家和地方“十五五”规划及专项规划编制，习近平总书记明确提出这样的要求。 2025年12月10日至11日，中央经济工作会议在北京举行。习近平出席会议并发表重要讲话。新华社记者燕雁摄追求实实在在、没有水分的增长，“实”为关键。与之相悖的是“虚”的伎俩：玩数字游戏、买榜单排名、搞统计造假，通过谎报政绩来糊弄上级和百姓。今年中央层面通报的整治形式主义为基层减负典型问题中，有的借虚假贸易虚增业绩，增加国有资产损失风险；有的要求企业提供虚假佐证资料，甚至代企业编造数据；有的只为数据好听好看，频繁搞排名通报、层层施压基层……以“虚”的手段获取的“业绩”、带来的“增长”，自然有不少水分和泡沫。给政绩“注水”是政绩观错位的典型表现之一。有些领导干部为求“进步”、走“捷径”，在数字、材料、宣传上动歪心思，捏造数据、夸大事实，严重损害地方、部门的政治生态和发展根基，陷入“数字出官、官出数字”的恶性循环。政绩贵“实”。2017年全国两会期间，有代表谈到向经济数据弄虚作假开刀。习近平说：“把数字誊清、见底、挤干水分，虽然你们拿出来的数字好像不太好看，但我觉得实际上很好看。”在习近平看来，“这是光明磊落的数字”。衡量党员干部政绩，不是看数字漂不漂亮、排名靠不靠前，而要看发展是否有效益、有质量、可持续，看群众的获得感、幸福感、安全感有没有增强。习近平指出：“我们要的是实实在在、没有水分的速度，是民生改善、就业比较充分的速度，是劳动生产率同步提高、经济活力增强、结构调整有成效的速度，是经济发展质量和效益得到提高又不会带来后遗症的速度。” “实实在在、没有水分”，既是党员干部必须树立和践行的正确政绩观，也是干事创业、担当作为的重要方法论。
