Maritime Cooperation 2026
One reported sequence. Two official starting dates.
The selected official reports describe September 4 preparations, the September 5 opening, sea activity on September 8–9 and a September 9 conclusion. China MND dates the exercise September 3–9; Singapore MINDEF gives September 5–9. The earlier boundary remains unexplained. This is reporting, not independent observation.

The reported sequence
Publication dates and reported event dates are kept separate.
Preparations on September 4, an opening on September 5
LinkPLA Daily’s September 6 report, carrying a September 5 Zhanjiang dateline, dates meetings and planning to September 4 and the opening ceremony to September 5. MINDEF’s September 5 release also reports an opening earlier that day. The dispatch date and publication date remain distinct.
Qualification. These are official accounts. Their agreement on the opening date does not amount to independent observation, and preparations are not treated as the formal opening.

The announced sea phase and the later report
LinkMINDEF’s September 5 release announced shore activities for September 5–7 and a sea phase for September 8–9. PLA Daily’s September 12 retrospective reports the move to sea on September 8 and gunnery on the morning of September 9. It supports reported activity on both days.
Qualification. The MINDEF schedule was prospective when published. The PLA Daily account is later reporting, not an independent exercise log or confirmation of every serial.

Different starting boundaries
Each institution’s interval stays attached to its source.
China’s ministry gives September 3–9
LinkChina’s defence ministry’s September 14 answer places the exercise near Zhanjiang on September 3–9. It lists shore activities and exercise serials without identifying a separate September 3 event or explaining that starting date.
Qualification. The record establishes what the ministry said, not what happened on September 3. The earlier boundary cannot be inferred from the September 4 preparations.

MINDEF gives September 5–9
LinkMINDEF’s opening release dates the Singapore navy’s participation at Zhanjiang to September 5–9. Its closing release describes the exercise itself as held on September 5–9. The wording differs, while the interval stays consistent.
Qualification. These are two publications from the same ministry, not two independent confirmations. The opening release’s participation wording and the closing release’s exercise wording should remain visible.

The starting boundary remains unresolved
LinkSeptember 4 preparations and a September 5 opening distinguish stages of activity but supply no documented reason for September 3. Different counting conventions are a possible explanation, not a finding. An attributable explanation beyond this packet is needed to reconcile the boundary.
Qualification. Do not relabel either ministry’s interval as an error, infer an arrival date, or turn a plausible counting explanation into an official account.

Limits of comparison
Activity descriptions and participant assessments have narrower evidentiary roles than independent evaluation.
Activity lists do not measure performance
LinkBoth ministries describe communications, firing, search-and-rescue and casualty-related drills, and assess cooperation and trust. These are participant accounts. The packet supplies no independent measures of improved readiness, interoperability or operational effectiveness.
Qualification. Matching activity labels do not measure execution quality. No comparative capability or strategic-intent conclusion is adopted.

Replenishment positioning is not proof of transfer
LinkChina’s ministry lists replenishment; PLA Daily describes positioning and line handling. Neither MINDEF release names replenishment. The selected Chinese descriptions do not establish a transfer of fuel or stores; the Singaporean omission does not establish that an activity did not occur.
Qualification. An omission from a press release is not evidence of absence. Positioning and line handling should not be expanded into a claim of completed material transfer.

Reported chronology
Read the event sequence alongside its publication trail. Planned activity and retrospective reporting remain distinct; neither is independent observation.
Event reported
Preparations precede the opening
PLA Daily reports high-level meetings and planning discussions on September 4. Preparatory activity is kept distinct from the reported opening ceremony.
Date basis
The September 5 dispatch explicitly names the preceding day, September 4.
Source published
PLA Daily · 6 Sep
RetrospectiveEvent reported
Both opening accounts point to September 5
MINDEF reports an opening ceremony earlier that day. PLA Daily’s account, published September 6 with a September 5 dateline, reports the opening on September 5.
Date basis
Explicit September 5 dateline in PLA Daily; “earlier today” relative to MINDEF’s September 5 publication.
Event reported –
Sea-phase dates: announced, then reported
On September 5, MINDEF announces a sea phase for September 8–9. PLA Daily’s September 12 retrospective reports the move to sea on September 8 and gunnery on the morning of September 9. This supports reported activity on both days, not independent confirmation of the full announced programme.
Date basis
MINDEF announces September 8–9. PLA Daily later dates the transition to sea to September 8 and gunnery to the morning of September 9.
Event reported
Both closing accounts give September 9
MINDEF reports the conclusion earlier on September 9. PLA Daily’s September 12 retrospective describes a five-day exercise ending on September 9. That five-day description does not explain the September 3–9 interval given by China’s defence ministry.
Date basis
“Earlier today” relative to MINDEF’s September 9 publication; explicit September 9 date in PLA Daily.
Window statements in the chronology
China’s defence ministry gives the wider interval
In its September 14 answer, China’s defence ministry dates the exercise to September 3–9. The record does not explain the September 3 starting date.
MINDEF gives September 5–9. These are attributed boundaries, not a resolved starting date.
Source published: China MND · 14 Sep (retrospective)
MINDEF’s exercise window begins on September 5
Singapore’s opening release places participation in the exercise on September 5–9. Its September 9 closing release repeats that exercise interval.
This starts two days later than the September 3–9 interval in China’s ministry answer.
Source published: MINDEF · 5 Sep (reported); MINDEF · 9 Sep (reported)
Comparing accounts
Unresolved: starting boundary
The ministry intervals share September 9 as their endpoint but differ by two days at the start. September 4 preparations and the September 5 opening do not explain the September 3 boundary. Preserve both accounts; this dossier makes no corrected master interval.
Finding 06: The starting boundary remains unresolved; Finding 04: China’s ministry gives September 3–9; Finding 05: MINDEF gives September 5–9

Scope and limitations
Research question. What sequence of activity do the selected Chinese and Singaporean official accounts describe, and which differences in their exercise date boundaries remain unresolved?
Five preserved publications dated September 5–14, 2026: two Singapore MINDEF releases, two PLA Daily reports and one Chinese defence ministry answer. Reported exercise activity runs from the disputed September 3 boundary to the September 9 conclusion.
Outside this scope: Other exercises and deployments, photographs, operational performance judgments and any claim to an exhaustive survey of Chinese or Singaporean reporting.
Compare the complete preserved originals and dated institutional statements. Event dates remain distinct from publication dates; Chinese evidence is read in the original, not inferred from model summaries. The chronology follows the same selected evidence.
This is a bounded archival packet, not independent observation of the exercise. The five stored bodies were checked; their completeness against present-day publisher pages was not re-established. No new collection or paid model processing was performed.
Revision notes
Revision 2 · 23 October 2026
Shortened the title and opening answer, tightened repeated finding prose and refined the reading presentation. All eight finding IDs, source bindings, date qualifications and replenishment/performance limits remain. Human review and source-use clearance are still pending.
Affected findings
Finding 07: Activity lists do not measure performance; Finding 06: The starting boundary remains unresolved; Finding 04: China’s ministry gives September 3–9; Finding 01: Preparations on September 4, an opening on September 5; Finding 08: Replenishment positioning is not proof of transfer; Finding 02: The announced sea phase and the later report; Finding 03: A shared September 9 conclusion; Finding 05: MINDEF gives September 5–9
Revision 1 · 23 October 2026
Initial machine-assisted draft for human review. Eight findings bind the five preserved bodies and the existing six-entry chronology; the starting-date disagreement and source-use holds remain explicit. No prior approved dossier version exists.
